They were allowed to wreak havoc as they saw fit, as long as their actions indirectly benefited the government.
In the annals of One Piece history, the Seven Sea Warlords were an intricate part of the Three Great Powers, the balance that maintained world peace. This iconic faction waged war, defeated powerful pirates, and wreaked havoc, all under the guise of a world government. Their journey was full of chaos and turmoil. The geography surrounding the seven Warlords of the One Piece universe is as diverse as the Warlords themselves. Before the Marineford Summit War, an interesting meeting of all seven warlords took place near the center of the Great Line at Marineford. Although not ruled by any particular warlord, Marineford staged an epic battle that showcased the combined power of the warlords.
