Big Boss strove to create a new world order free from the shackles of national loyalty, where soldiers would no longer be seen as expendable commodities. As a result, Outer Heaven embodied an ambitious ideal: a nation built by soldiers and for soldiers, a military haven detached from geopolitical boundaries.
However, it was placed at several points in the series' timeline; from an autonomous government in South Africa, a major naval platform base in the Caribbean to the land of Zanzibar in Central Asia. The faction is known for its strong warriors skilled in various forms of combat and warfare. Led by strong visionary leaders, it has been a force to be reckoned with and has become central to many major global conflicts.
The Outer Sky Force consisted of the most elite soldiers equipped with advanced technology and weaponry, including the titular Metal Gears. This giant, bipedal, nuclear-capable mech represented the pinnacle of warfare technology and echoed the pioneering spirit of Outer Sky. Despite his eventual demise, Outer Heaven's revolutionary vision and daring spirit continue to reverberate throughout the Metal Gear saga.
History
The powerful fortress was strategically located in South Africa, far from the jurisdiction of any global superpower. This position allowed Outer Heaven to operate independently and control its own operations, as well as become a powerful player in the global military arena. Outer Heaven's uniqueness lies not only in its location and independence, but also in its technological superiority. This entrenched nation, led by Big Boss, was the first to have the Metal Gear walking tank, a machine capable of launching warheads. These technological advances have turned the Outer Sky into a powerful force, giving them the ability to change the powers of the world as they see fit.
The initial fall of Outer Heaven began with the completion of TX-55 Metal Gear, which attracted the attention of NATO forces. But the destruction of Outer Heaven was orchestrated from within by Big Boss's cloned son, Solid Snake. Despite the fall, the ideology of Outer Heaven did not cease to exist; it became a metaphorical concept representing the fight against political manipulation of soldiers. Outer Sky's essence has been conveyed through several iterations, including her incarnation as Liquid Snake during the Shadow Moses incident and later in Big Shell with Solidus Snake.
